{"id":7781,"date":"2026-11-06T14:35:58","date_gmt":"2026-11-06T11:35:58","guid":{"rendered":"https:\/\/mikhailinvest.com\/hong-kong-reviews-river-fees-as-mainland-ports-lure-cargo-away\/"},"modified":"2026-11-06T14:35:58","modified_gmt":"2026-11-06T11:35:58","slug":"hong-kong-reviews-river-fees-as-mainland-ports-lure-cargo-away","status":"publish","type":"post","link":"https:\/\/mikhailinvest.com\/zh\/hong-kong-reviews-river-fees-as-mainland-ports-lure-cargo-away\/","title":{"rendered":"Hong Kong reviews river fees as mainland ports lure cargo away"},"content":{"rendered":"<div class=\"hero\"><img decoding=\"async\" src=\"https:\/\/theloadstar.com\/wp-content\/uploads\/dfa3883d6d4fc9ce154e75100a927306-680x0-c-default.jpg\" alt=\"Kwai_Tsing_Container_Terminals,_Terminal_9_(Hong_Kong)\" \/>\n<p>Kwai Tsing Container Terminals Photo: Mk2010 \/ Wikimedia Commons \/ CC BY-SA 3.0<\/p>\n<\/div>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<time datetime=\"2026-11-06\">6 November 2026<\/time><\/p>\n<p>Hong Kong is reviewing permit fees charged to river trade vessels as it seeks to maintain its port\u2019s competitiveness amid growing competition from mainland Chinese terminals in Guangzhou and Shenzhen.<\/p>\n<p>The secretary for transport and logistics, Chan Mei-po, announced the review in a written reply to the Legislative Council on Wednesday.<\/p>\n<p>China-flagged vessels carry containers between ports in the Pearl River Delta and Hong Kong, where cargo may be transferred to ocean-going vessels for onward shipment.<\/p>\n<p>Mainland Chinese ports offer incentives to attract inland waterway vessels carrying cargo, promising financial subsidies and exemptions from mandatory pilotage requirements.<\/p>\n<p>Hong Kong operates a multiple-entry permit scheme, allowing operators to make up to 10 port entries within a month for a fee equivalent to five single-entries \u2013 the \u201cbuy five, get five free\u201d system.<\/p>\n<p>Ms Chan said: \u201cThe Action Plan on Maritime and Port Development Strategy proposes various measures to strengthen Hong Kong\u2019s position as a regional transhipment hub, including reviewing the permit fees charged to river trade vessels in order to maintain the competitiveness and attractiveness of the port to the industry. We have completed a preliminary review and are now discussing the matter with relevant departments, with the details to be released in due course.\u201d<\/p>\n<p>Laden container movements between Hong Kong and mainland China account for more than 40% of the territory\u2019s annual laden container throughput. But statistics show a decline in river cargo vessel arrivals and associated container volumes since 2023.<\/p>\n<p>The numbers cover vessels mainly berthing at Kwai Tsing Container Terminals.\u00a0In 2023, there were 4,344 arrivals, handling 1.63m teu. By 2025, this had fallen to 3,519 arrivals and 1.52m teu.
