The United Kingdom has finally established an oil-backed investment fund, decades after neighboring Norway began transforming its North Sea petroleum revenues into one of the world’s largest sovereign wealth funds.<\/p>\n

The British government’s new \u00a32 billion Energy Wealth Fund, announced Wednesday alongside approval of the Jackdaw gas field, will channel North Sea oil and gas tax revenues into renewable energy and low-carbon infrastructure.<\/p>\n

But the announcement has revived an uncomfortable question: What if Britain had started saving its oil wealth half a century ago?<\/p>\n

According to Treasury modelling \u636e\u62a5\u9053<\/a> by the BBC, the UK could have accumulated a sovereign wealth fund worth approximately \u00a31 trillion if it had invested its historical \u00a3200 billion in North Sea oil and gas tax receipts and achieved returns comparable to Norway’s fund, without making withdrawals.<\/p>\n

Instead, successive British governments spent those revenues, foregoing the opportunity to build a permanent national investment portfolio.<\/p>\n

Norway took a different approach. Its Government Pension Fund Global received its first capital transfer in 1996 and has grown<\/a> into a financial giant worth roughly $2.4 trillion, supported by petroleum revenues and decades of investment returns.<\/p>\n

Unlike Norway’s fund, which invests predominantly overseas and helps finance government spending, Britain’s new Energy Wealth Fund will be housed within the National Wealth Fund and directed toward domestic renewable energy and low-carbon projects.<\/p>\n

Chancellor John Healey \u8bf4<\/a> the initiative would ensure that Britain’s remaining hydrocarbon resources help finance the industries of the future.<\/p>\n

The announcement coincided with government approval of Shell’s long-delayed Jackdaw gas project in the North Sea.<\/p>\n

However, the new fund faces a fundamental challenge that Norway did not encounter when it began accumulating petroleum wealth: Britain’s North Sea is a mature, declining basin, meaning future tax revenues are expected to diminish.<\/p>\n

The government also remains committed to ending new exploration licensing, even as existing developments continue operating.<\/p>\n

That raises questions about how much the fund can realistically accumulate, particularly when its mandate involves investing directly in domestic energy infrastructure rather than building a diversified international financial portfolio.<\/p>\n

Britain may finally have its own oil wealth fund, but the opportunity to turn decades of North Sea production into a trillion-pound national fortune has largely passed.<\/p>\n
